约翰·梅纳德·凯恩斯 / John Maynard Keynes(1883–1946),英国经济学家,二十世纪最具影响力的思想者之一。出生于剑桥一个学术中产家庭——父亲是剑桥大学国王学院行政管理人员、经济学讲师,母亲是剑桥最早的女毕业生之一。1897 年入伊顿公学,1902 年入剑桥大学国王学院,最初攻读数学,1905 年在阿尔弗雷德·马歇尔(Alfred Marshall)的影响下转向经济学。1909 年凭概率论论文当选国王学院院士,并终身保留这一身份。1913 年出版《印度货币与金融》后进入白厅印度办公室;一战期间在财政部承担战时财政管理角色;1919 年随劳合·乔治赴凡尔赛和会,因对战胜国强加于德国的苛刻赔款深感不满辞职,两个月内写出震动欧洲的《和平的经济后果》。1925 年反对英国按战前平价恢复金本位;1930 年代为大萧条开药方;1936 年出版他最重要的著作《就业、利息和货币的一般理论》——这本书从根本上改变了宏观经济学的样貌。1944 年在布雷顿森林会议上代表英国与美国谈判战后国际货币体系。1945 年与美国谈判数十亿美元贷款。1946 年 4 月 21 日在苏塞克斯家中去世,享年 62 岁。

这句话出自 1923 年的小册子《货币改革论》第三章。凯恩斯用它来反驳一种当时在英国财政部和英格兰银行流行的论调:“失业问题不必现在解决,长期来看,市场会自动恢复均衡。”
凯恩斯的回应简短而致命:长期来看,我们都是死人。
第一层:长期是逃避当下的借口。 凯恩斯的核心质疑是:当我们用”长期”来推迟行动时,我们其实在用一种永远不会到来的状态来为当下的不作为辩护。“长期”不是具体的时间——它是”不是现在”的另一种说法。一个失业的工人、挨饿的家庭、破产的农民——他们没有”长期”。他们只有”现在”。如果一种经济学只能对”长期”发言而对”现在”沉默,那么这种经济学就背叛了它的对象。
第二层:经济学的时间错位。 凯恩斯时代的主流经济学(“古典经济学”)以萨伊定律(Say’s Law)为基础——“供给创造自己的需求”。在完全市场出清的假设下,长期会自动恢复充分就业。但凯恩斯指出:这个”长期”对决策者毫无意义——1930 年代的失业是 25% 的劳动力,如果让他们等 20 年等”长期均衡”,他们早就饿死了。凯恩斯说:“The long run is a misleading guide to current affairs. In the long run we are all dead.”——长期是当前事务的误导性指南;长期来看,我们都是死人。

第四层:政府干预的正当性。 如果市场不会自我修复,那么”自由放任”就不是一种自然秩序,而是一种意识形态选择。凯恩斯论证:当私人投资不足时,政府必须”接棒”——通过赤字财政、公共工程、降低利率来维持总需求。这就是”凯恩斯主义”的核心主张:政府不是市场的敌人,而是市场失灵时的稳定器。
第五层:观念的危险。 在《通论》的最后一章,凯恩斯写下了一段惊人的话:经济学家的观念,无论对错,都比通常以为的更有力量。务实者以为他们不受任何思想影响——其实他们通常是某个已故经济学家的奴隶。掌握权力的疯子,他们的疯狂来自某位几年前写过字的学者。凯恩斯的结论是:“ideas, not vested interests, which are dangerous for good or evil”——危险的是观念,不是既得利益。凯恩斯自己用一生证明了这个判断:他改变了二十世纪世界思考经济问题的方式。
